FPSO Commissioning Utilities Lead

Start Date: November 1st
Duration: 12 month renewable
Location: Service located at FPSO Contractor Facilities (France), then proceed to the Construction yard (China) for construction, conversion and integration
Status: Residential (5 days per week)

The service holder shall provide support to the FPSO Commissioning Management and the FPSO Commissioning team, in coordinating the Systems commissioning activities performed by the FPSO EPSCC Contractor. The Service holder reports hierarchically to the FPSO Commissioning Mgr/Leader. The Service holder activities are both onshore and offshore.

In close coordination with FPSO Commissioning Manager & Leader, the Service holder actively liaises and collaborates with Contractor’s Commissioning Engineers. The Service holder manages the Commissioning Systems activities (Topside, Hull & LQ) in liaison with other disciplines leaders. The service holder shall inform and motivate them adequately so that priorities are clear and directions for the performance of their duties are set to meet the objectives of the Project.

Tasks to be performed

1. HSE tasks:
   - Demonstrate exemplary behavior with regards to HSE in front of Contractor and Sub-contractor.
   - Implement HSE requirements within the Project Commissioning area.
   - Promote safety within the Commissioning activities and verify that safety procedures and permit to work systems are implemented by the EPCC Contractor Commissioning Team.
2. Commissioning tasks:
   - Stay informed of Contractual Company Requirements and international standards related to the area of responsibility, taking knowledge from them to application to the Project.
   - Support other specialists (HVAC, Telecom, ICSS, Piping) and engineers (Topsides, Marine, Operations, Maintenance) involved in commissioning.
   - Review and comment the preparation of Commissioning procedures, including (ICAPS) Pre-commissioning status index and the Commissioning technical database, the RFC, AOC dossiers, RFSU dossiers certification, punch list control, planning, vendors assistance, deliverables and in particular the preparation of Operational Tests, ensuring that Company requirements are fulfilled within Contractor's standards, in accordance with the principles of OPERCOM methodology.
   - Verify the Commissioning technical preparation and readiness of FPSO EPCC Contractor in order to optimise the schedule by maximising the onshore Commissioning thus keeping offshore Commissioning activities to a minimum.
   - Supervise the reporting of Commissioning execution to ensure that all technical, contractual and cost information is properly recorded, collected and available for inspection/reference as required by law regulations and Company policies.
   - Organize witnessing of selected Pre-commissioning and Commissioning activities performed by the FPSO EPSCC Contractor.
   - Coordinate witnessing of commissioning activities by FOPS Start-Up team, and monitor witnessing of relevant commissioning activities by class and certification.
   - Monitor that the FPSO Commissioning Subsystems have reached the Ready for Commissioning and Achievement Of Commissioning status with the associated punch list and certificate before FPSO EPSCC Contractor submit the relevant certificates.
   - Monitor that adequate preservation, interim operation and maintenance of Equipment is organized and put in place before, during and after the commissioning activities.
   - Monitor smooth transfer in safe condition between FPSO EPSCC Contractor Commissioning and Operations.
   - Provide assistance to FOPS Subsea team for relevant commissioning activities, and ensure coordination of commissioning on the FPSO with the interface organization.
   - Lead the commissioning preparation and execution at the engineering facilities, fabrication sites and offshore.
   - Control and follow-up on red line mark-up drawings.
   - Ensure Systems progress status and reporting (weekly/Daily basis as per management request).
   - Ensure proper Punch Item entry, categorization and closure.
   - Coordinate OTP preparation with Contractor.
   - Lead relevant OTP (if needed).
   - Organize relevant Toolbox talk.
   - Provide technical support to Contractor.
   - Conduct site inspection with CONTRACTOR and/or Third Party.
   - Control and follow-up on VENDORS commissioning scope of work activities such as: SAT, FTS, OTPs, documents update, Closing of Punch list, reporting.
   - Support the pre-commissioning and the start-up activities at the engineering facilities, fabrication sites and offshore.
   - Assist and support vendors representatives as per assigned systems.
   - Coordinate with Contractor systems activities on daily basis.
   - Liaise with the engineering and technical authorities to ensure the adhoc technical specificities and recommendations are well taken into account in the preparation and the execution of the commission activities. In case of non-alignment, escalate the subject to the line manager for arbitration.
   - Support the FPSO Commissioning Management and use the support from Completion and ICAPS team as well as from the Commissioning Disciplines Leaders.
   - Report to FPSO Commissioning Leader highlighting areas of concerns and problems encountered in performance of its duties.
   - Provide sufficient reporting as required by Commissioning management.
   - Ensure confidentiality of all the documentation issued under its area of responsibility.
   - Follow cleanliness and preservation of main services lines (Instrument air, Nitrogen, closed cooling loop…).
   - Participate in the pre-com walkdown before RFC.
   - Follow progress of flange management for leak tests or service tests preparation on utilities systems.
   - Monitor the preservation of utilities systems.

Deliverables
The service holder shall provide efficient support to the FPSO Commissioning Leader and to the overall project FPSO Commissioning team.

This Service will require an ability to analyze Contractor Commissioning strategy and to prioritize Company Supervision accordingly. Being constructively proactive and fostering a cooperative relationship with Contractor will be a key aspect of the role.

The profile for this Service should have the track record ability to manage field commissioning, handle autonomously all technical aspects of commissioning preparation and execution, monitor pre-commissioning activities, and coordinate subsystem completion including punch list.

The profile for this Service should also have the track record experience in managing Commissioning Scope of Work of major Oil&Gas projects (preferably FPSOs), from preparation phase up to and including offshore phase.
