IT Project Manager & Business Analyst - Clinical Operations - Luxembourg

Background The IT Project Manager & Business Analyst for Clinical Operations is the dedicated interface between the Department of Medical Informatics (DMI) at the Luxembourg Institute of Health and the Translational Medicine Operations Hub (TMOH). Operating within the IT Strategy & Management (S&M) Unit and part of the IT Project Management team, s/he reports within DMI and is primarily dedicated to TMOH units. The role combines two complementary dimensions: understanding and formalising the operational needs of clinical research teams, and delivering them, either through structured IT projects or through fast and pragmatic solutions when no corporate tool is available. S/he ensures that these solutions remain consistent with the institutional IT strategy, data governance rules and the long-term application roadmap. Key Accountabilities Act as the Single Point of Contact (SPOC) within DMI for the IT needs of TMOH units, and represent those needs in the DMI demand and project pipeline. Elicit, challenge and formalise functional requirements across clinical operations processes, maintaining a consistent cross-project view and a harmonised business vocabulary between units. Manage the full lifecycle of IT projects for clinical operations, from initiation to closure, including scope, Work Breakdown Structure (WBS), planning, risks, dependencies, deliverables and budget, using standard DMI workflows. Design, build and maintain short-cycle solutions (trackers, dashboards, automated reporting, controlled data entry tools) where no corporate solution is available, and ensure they are tested, documented and fit for daily operational use. Structure, clean and enhance operational datasets so that they support reliable monitoring, analysis and future integration into corporate systems. Act as functional administrator of the corporate project management tool (Planisware Orchestra): configuration, master data, user support and functional evolution. Formalise interim solutions as functional specifications feeding the roadmap of future integrated corporate solutions, in coordination with DMI technical teams and external suppliers. Train and support end users on project management and data productivity tools, and promote consistent working practices across units. Contribute to the continuous improvement of IT project governance, documentation and reporting within DMI. Foster an environment of continuous learning through self-improvement, staying up-to-date with the latest tools, techniques, and advancements in the field. Key Skills, Experience & Qualifications Master's degree in IT, Computer Science, Engineering, or related field. Candidates with an academic background in Sciences combined with a solid IT and business analysis track record will also be considered. 7+ years of experience in project management and 5+ years in business analysis, ideally in a clinical research, healthcare or life sciences environment. Proven ability to act as an interface between operational teams and IT: listening, reformulating needs, and arbitrating between short-term feasibility and long-term consistency. Advanced data skills: dataset structuring, data cleaning, dashboarding and reporting. Expert level in Excel, including Power Query and M language, Power Pivot and DAX. Advanced command of VBA is a key asset for this position. Experience with the Microsoft Power Platform is an additional advantage. Experience with a corporate project management tool (Planisware Orchestra or equivalent) as functional administrator is considered as strong asset. Strong sense of ergonomics (UI/UX) and ability to deliver solutions that are easy to adopt, document and support. Excellent communication skills and ability to effectively articulate complex, technical information to both technical and non-technical audiences. Familiarity with GDPR, ISO 27001, and clinical research processes and data flows is an asset. Certification in project management (Prince2, PMP or Agile Scrum) and/or business analysis (CBAP, CCBA) is highly desirable. Fluency in English (mandatory); French, German or Luxembourgish is an asset.
